I looked into this after I first joined the forum. It appears that the administrator that set up the forum has not turned on the option allowing avatars to be used.

They/he said in another thread that he was in here checking daily. I'm guessing they don't want a lot of those ugly old photos hanging around their site. You know: like this one!
